As with incoming payment, outgoing payments also does not normally support a default tab, and here it is the default account for Cash that is missing. Again, the add-on gives you these options.
The choice in the combobox (green in the below screenshot) only affect which tab is the default tab when opening payment means for outgoing/ingoing payments.
The choice of account (red in the below screenshot) only affects default account for cash payment means for outgoing payments, while the corresponding field for ingoing payments only affects the default transfer account.
